The Situation
With expansive operations spread across multiple locations, including sensitive assets like conveyor belts, power infrastructure, and open mine zones, the client sought a holistic evaluation of physical, personnel, and procedural security risks. They required a roadmap to reduce vulnerabilities while aligning with community expectations and CSR focus.
Our Response
MitKat conducted a comprehensive Threat, Vulnerability & Risk Assessment (TVRA) of 17 key security domains, benchmarking against industry best practices and desired performance levels. The review spanned command and control effectiveness, surveillance infrastructure, vehicle and access control, perimeter management, emergency response readiness, and community interface.
Key Findings
The audit revealed following vulnerabilities:
- Physical Security Weaknesses:
Perimeter controls at the mine sites were inadequate, with poor visibility, limited fencing, and gaps in vehicle segregation and access control. Exposed cable ducts and outdated physical barriers increased vulnerability to intrusion and sabotage. - Access & Vehicle Management:
There was limited control over vehicle inflow, especially in critical areas like the conveyor belt zones and central block control. Unauthorized movement of private vehicles near sensitive sites posed serious security and safety concerns. - Emergency & Surveillance Gaps:
Emergency preparedness was sub-optimal due to unclear protocols, undertrained teams, and delayed coordination between sites. Lighting and surveillance infrastructure lacked visibility in both day and night operations, especially across large open spaces. - Personnel & Process Risks:
Security documentation, manpower allocation, and patrol management were inconsistent across the mines, power plant, and residential zones. Vendor management and third-party access were not streamlined, increasing insider and process-related risks. - Community Engagement Shortfalls:
The absence of a structured communication and grievance redressal system with local communities led to dissatisfaction and reputational vulnerability. This emerged as a key insight for focused CSR intervention.
