Client: Global Humanitarian NGO
Location: Sindh Province, Pakistan
Sector: International Relief and Development
Operating in post-disaster zones poses significant security and logistical challenges, especially when terrain is compromised, infrastructure is damaged, and local unrest is possible. A leading global NGO running food relief operations in flood-affected Sindh, Pakistan, required secure mobility for its expatriate staff from Europe and the U.S., as well as local teams operating in high-risk areas.
MitKat Advisory was tasked with delivering comprehensive relief mission support, ensuring secure movement, route planning, and real-time coordination across jurisdictions, all while navigating poor roads, unpredictable weather, and unstable conditions.
The Situation
In flood-hit Sindh, a global NGO needed to transport teams and aid through remote, unstable terrain while ensuring staff safety amid looting, poor infrastructure, and long travel durations.
Key risks were:
- Flooded and Damaged Roads: Long delays and rerouting were frequent.
- Entrapment Risk: NGO vehicles risked being stuck in deep interior areas.
- Unrest Zones: Looting and territorial tensions created flashpoints.
- Split Coordination Needs: Team control was needed across Pakistan, Singapore, and India.
MitKat built a two-layer support model using dual-command communication, trained CPOs, and flexible route intelligence to safeguard daily operations.
MitKat’s Response
Journey Risk Planning
MitKat conducted in-depth assessments of interior routes, projected worst-case scenarios, and established dynamic contingency plans. Protocols were put in place for safe passage, overnight halts, and communication in no-network zones.
Secure Ground Mobility
Trained Close Protection Operatives (CPOs) accompanied all critical staff in 4×4 vehicles equipped for off-road and flood-zone travel. The teams ensured physical security and route adjustment in real time.
Dual Command Coordination
To manage real-time situational awareness, MitKat set up parallel communication protocols connecting the primary operations centre in Singapore and the regional control room in India. Field updates were relayed via encrypted WhatsApp and emergency voice calls.
Route Intelligence
Our local intelligence teams provided pre-validated rest zones, alternate tracks, and avoidance markers for politically sensitive or logistically dangerous regions. Entrapment-prone areas were mapped with time buffers.
Result
- NGO teams were safely transported through flood-hit and high-risk zones
- No delays, detainments, or vehicle failures disrupted relief operations
- Dual command coordination ensured daily visibility and incident response readiness
- All objectives were met without exposure to looting, entrapment, or terrain risks
Disaster relief missions demand more than just transport they require agile, field-informed protection strategies. MitKat’s deployment in Sindh showcased its strength in planning, securing, and enabling humanitarian efforts in volatile terrains.
